Unable to access vendor's HTTPS service from BizTalk 2013R2 send port and it is failing with the error message "Could not create SSL/TLS secure channel"

Vendor's HTTPS service has been consumed in BizTalk 2013R2 send port (WCF-BasicHttp) and it is failing with the error message "Could not create SSL/TLS secure channel.". BizTalk application is running on Windows Server 2012R2 on which TLS 1.2 protocol is already enabled. Vendor confirmed that they are using "TLS_RSA_WITH_AES_128_CBC_SHA" cipher suite on this service. It is being observed that, this issue is not happening when tested this application in development VDI which is Windows 7 desktop and it is happening only with Windows 2012R2 test servers. Any suggestions on what changes required to resolve the issue on BizTalk test servers? Thanks, KiranValluru
