Intune Recovery Key Rotation failing on Mac Sonoma 14.4.1

Hi, I'm using Intune to manage my recovery key. When I attempt to rotate it via the admin page, I get the message "Rotate FileVault recovery key: Failed." I get this despite rebooting the computer, signing in to Company Portal, and verifying that the device is otherwise compliant.

This is causing issues in my organization when users forget their passwords. They have no option but to re-install their machines since we can't generate recovery keys for them.
